Automated payment of land tax to start next year

VIENTIANE (Vientiane Times/ANN) - Finance authorities expect to begin collecting land tax through banks from next year in a bid to modernise tax payment through the use of an electronic system.

The new land tax payment system will be similar to the way road tax is paid through the Banque pour le Commerce Exterieur Lao Public (BCEL), according to officials at the Taxation Department, Ministry of Finance.

To promote this system and ensure its implementation from next year, the Ministry of Natural Resources and Environment is working with other agencies to calculate the number of land users in target villages of Vientiane, which will be supplied to the Taxation Department.

Almost all land users in the target villages are now listed in a software progamme and the next step will be the launch of the new system, officials said.

The system will be expanded to other areas if the project is successful, according to finance authorities.

This is in line with a prime ministerial order to boost socio-economic development over the rest of 2018 and in 2019, including measures for land management and the collection of revenue from land.

Vientiane is operating the Easy Tax system in Xaysettha, Chanthabouly, Sisattanak and Sikhottabong districts.

Easy Tax is an electronic tax payment system that aims to provide an alternative method which is more convenient and transparent for tax-payers. With this system, tax-payers are able to pay tax automatically without going to a Tax Office.

Money is transferred to the National Treasury’s bank account through internet banking, mobile applications, ATMs or counter services, according to the Ministry of Industry and Commerce.

Easy Tax aims to modernise tax payments by using banks to create a secure payment method and ensure the accurate and timely collection of government taxes.

It can be used in four banks – Banque pour le Commerce Exterieur Lao Public, Lao Development Bank, Agricultural Promotion Bank, and Lao-Viet Bank.

Those paying through the Easy Tax system are given certified receipts such as automatic cash receipts from ATMs, automatic cash receipts from EDC/POS, cash receipts from counter services, and bank statements and tax payment certificates from the tax sector.
